Associate range deleter service lifetime to step-up/step-down

      Change the implementation of the range deleter service in order for it to be instantiated/deinstantiated on step-up and step-down by implementing the ReplicaSetAwareServiceShardSvr interface.

      The range deleter service is only intended to run on primary nodes of shards.
