      We should add going from kDowngradingFromLatestToLastLTS -> kUpgrading -> kUpgraded as permitted transitions in the FCVTransitions class.

      We should also make it so that the config server will always generate a new ‘changeTimestamp’ for a new command invocation of setFCV.
