Parameterize set_read_preference_secondary.js read preference

      Currently, that file hard-codes the read-preference to secondary, but it would be very useful to make that configurable so it can accept custom tags. We can make that preference a TestData parameter that defaults to secondary in this file but can be overridden as needed.
