      Once the feature flag and its FCV check is removed in SERVER-64947, we can collapse the functions change_stream_serverless_helpers::canInitializeServices and change_stream_serverless_helpers::isServerlessEnvironment into change_stream_serverless_helpers::isChangeCollectionsModeActive and just call that everywhere instead.
