      SERVER-72110 updated ClusterServerParameterInitializer:: doLoadAllTenantParametersFromDisk to avoid the use of DBDirectClient in order to support refreshing the cache while in a WriteUnitOfWork. Unfortunately, for example, when invoked for live import, if the wuow rolls back after calling onImportCollection, the cache can be out of sync with committed state.
