SERVER-70164 will change the underlying representation of PartialSchemaRequirements to be a BoolExpr rather than a vector. But, we currently only generate PSRs that are in a very specific form (a top level conjunction of singleton disjunctions). So, we didn't need to update the explain code to support other shapes in 70164. This ticket is to make those updates.
