Update shard split to be gated on FCV 6.3 rather than FCV 6.2

      SERVER-71179 updated the shard split interface to require tenant id's to be ObjectId's.

      As a result, shard split no longer works with mixed 6.3/6.2 binaries.

      This ticket is to update shard split's feature flag gate to 6.3 and test tags to requires_fcv_63.
