Ensure replica_sets_last_continuous sets FCV to last_continuous

      Currently the replica_sets_last_continuous suite ends up setting the FCV to lastLTS, because we set the FCV to lastLTS if `useRandomBinVersionsWithinReplicaSet` is set at all, rather than only if it's set to 'last-lts'.
