Update catalog_shard_feature_flag.idl so that the version for gFeatureFlagCatalogShard is 7.0

      This PR: https://github.com/10gen/mongo/pull/10358 added code to prevent downgrading the FCV to a version that does not support catalog shards when catalog shard is enabled.

      Currently the supported FCV version for catalog shards is just set as the latest version, but we need to change it to be 7.0 when master becomes 7.0 as that will be the version that supports catalog shards.
