The mongo-tools repo is required for some sys-perf tests (anything that uses mongorestore et al).

At the moment, we use the head of the master mongo-tools repo. This project does not get many updates but we only require minimal functionality.

We should pin to the current latest revision to avoid any future build / integration issues.
We may also want to add a task periodically update the pinned revision.
