The third phase of defragmentation was aimed at splitting chunks at the end of defragmentation. As 6.0.3 the auto-splitter has gone away, chunks are allowed to be of heterogeneous size and splitting is not a precondition for balancing.

Purpose of this ticket is to delete any reference/logic associated with the split phase.
