      Not that the auto-splitter has gone away, shards do not need anymore to know the balancer configuration.

      Apply the patch attached to this ticket in order to eliminate the PeriodicBalancerConfigRefresher (tried on 7208ec2715d1726451d9aaf730d2bc9b3969e15d).
