To fix the problem described in the comments of SERVER-73960 (stale config secondaries receiving metadata "too early" with back to back setFCV commands and allowing reads for chunks that have not yet replicated), we'll add a w:all wait in transitionToCatalogShard so if all config server nodes must be in an FCV supporting a catalog shard when the transition happens.
