Re-enable tenant migration tests when robust to recipient failover

      We decided to forego https://jira.mongodb.org/browse/SERVER-72622 in favor of https://jira.mongodb.org/browse/SERVER-75990 for tenant migrations due to the effort required to implement. We deleted or commented out various recipient failover-reliant tests as part of SERVER-75990. If we decide to make tenant migrations robust to recipient failover, we should re-enable these tests (see the commit associated with https://jira.mongodb.org/browse/SERVER-75990 to recover any deleted tests)
