tenant_migration_access_blocker::checkIfCanReadOrBlock is in the hot path for command execution. My understanding is that tenant migrations can only occur in serverless deployments. The tenant_migration_access_blocker::checkIfCanReadOrBlock should early exit and skip taking the lock if not in a serverless configuration.
