SERVER-76988 Changes the resharding command to abort the operation if there are too many entries for zones in the config metadata. The purpose of this ticket is to not allow the resharding operation to proceed when this condition is detected at the time of starting a resharding command. This will allow us to fail fast and avoid the scenario where we perform long running work only to result in failure.
