Includes changing the default cardinality estimator mode and changing the internalQueryFrameworkControl options as determined by WRITING-14758. (This ticket is also responsible for updating the fallback mechanism to use bonsai if there are no secondary indexes and the query does not reference _id.)

Once we change the defaults, we will need to update 1) the CQF variant to ensure the knobs match the release configuration for coll scans in Bonsai and 2) any CQF-specific tasks to override the defaults as needed. We may also need to update the Bonsai variants introduced by PM-3186.
