Track queries on non-existent collections in query stats

      We currently skip recording query shape stats if the collection doesn't exist. It might be worth doing this in the future. If we do, there would be a new collection type. Currently we have "collection", "view", or "timeseries" - this would probably add a "non-existent" possibility, or some similar string.
