Make a specific NamespaceStringUtil::serialize function for taking in SerializationOptions of query shape

      As the SerializationOption is only used on the call path of query stats, we are going to separate it from the `NamespaceStringUtil::serialize` function. 

      In this ticket, we will create a specific function for it and make the IDL compiler to call this new function.
