Point Azure clients to latest intel workload client infrastructure provisioning file

      In system_perf.yml, the azure instance should point to the latest infrastructure_provisioning.workload_client_intel.2023-04.yml file. 

      While the files are currently functionally equivalent for the azure intel variants, they may diverge in the future.
