Make gReadWriteRatio to be between 0 and 1

      Currently gReadWriteRatio takes any value greater than 0 and is used for this calculation. We could update the value to be between 0 and 1 such that 0.5 reflects a 1:1 ratio. We'll need to update: how we calculate readPct and writePct in the calculation linked earlier; throughputProbingReadWriteRatio in throughput_probing.idl; and mongo_fuzzer_configs.py.
