Adapt drop_collection.js and drop_database.js tests to support step down events

      These tests run several times the dropCollection and dropDatabase commands which can produce multiple change log events in case of step down events in the middle.

      Both tests are checking the actual and expected number of events in the wrong order (for example here and here).
