Remove fullDatabaseRun option in dbCheck

      fullDatabaseRun will no longer be an option for dbCheck. We need to remove the code for fullDatabaseRun in dbCheck and remove tests that call {dbCheck: 1}, which invokes a fullDatabaseRun.

      Additionally, DbCheckStartAndStopLogger has additional logic to support a fullDatabaseRun that can be removed.
