After the changes of SERVER-78763 there might be collections registered in the config server that are not splitable, and a user might want to make them splitable using the shardCollection command. This ticket is to track the necessary changes to the create collection coordinator in order to transition unsplittable collections into splittable, that is, removing the splittable flag and adding the proper shard key and chunks to the config server.
