Ensure Tenant Migration test coverage once we enable featureFlagShardMerge

      There are Tenant Migration JS tests that currently switch between Tenant Migration and Shard Merge depending on whether the featureFlag is enabled or not. Once we enable the featureFlag by default, we'll stop running these tests for Tenant Migration. We need to ensure we keep running these tests for TM and Shard Merge as TM will still be used in 7.1.
