After having rationalized the statistics on the collection refreshes in the Catalog Cache (SERVER-34164), add similar metrics for the refresh of the database metadata.
These statistics will have to be reported in new metrics so as not to create confusion with existing ones for collection refreshes.
It's not a goal of this ticket to add metrics for index metadata.
