Update the compact command api version to 1

      In SERVER-81177, the api_version field was left empty when it should have been set to 1.

      This change requires more changes than expected, that's why it was not done as part of SERVER-81177. Just changing the value to 1 gives the following error in the test_api_version_compatibility test.
