      query_request_helper::makeFromFindCommand accepts a NamespaceString object as an input parameter, but only uses it for the tenantId.  To help communicate this better, we should modify query_request_helper::makeFromFindCommand to take in a tenantId instead.

      This also affects makeFromFindCommandForTests which wraps makeFromFindCommand.
