      When testing FLE test in multi tenant environment (SERVER-74910), we get a MONGO_UNREACHABLE failure (see the code). 

      This is perhaps related to accessing a VTS created by the code which has neither tenant nor user name. The FLE jstest uses encrypted dbclient which is a shell client and be able to access such a VTS on the original opMsgRequest object.
