Streams: min window start time in WindowAwareOperator checkpoints

      All WindowAwareOperator checkpoints (even when saving open window state), should include a "minimum window start time" field. This field tracks the minimum allowed window start time. It is updated as windows are closed.

      Including this field in checkpointing data will help us prevent double-outputting windows on restore.
