      The goal of this ticket is:

      • Add a fail point on the CreateCollectionCoordinator to randomize the shard where unsplittable collections are created.
      • Use this flag on unsplittable_collections_created_on_any_shard_jscore_passthrough suite and get rid of implicitly_create_unsplittable_collections_on_random_shards.js file.
