In preparation for deprecating movePrimary, we can begin updating tests that use movePrimary only for ensuring collections live on certain shards to instead call changePrimary. If there are tests expecting movePrimary to move data, we should see if we can replace these as well with calls to moveCollection and changePrimary.

This ticket will not be responsible for changing any tests explicitly testing the movePrimary behavior or any tests using movePrimary for removing a shard.
