Turn off older variants and shift to only using newer ones

      We would like to set "activate: false" on all of the older pre-existing variants to remove them from running on the waterfall and shift to only utilizing the newer variants added in PM-3362. We can also consider deleting the variants all together from sys-perf.yml to remove them from patch builds as well.
