Concurrency/FSM testing for embedded router mode

      We should run the concurrency sharded and concurrency sharded with balancer (and maybe auto boostsrap) suites against an embedded router fixture. We should also investigate if there are any other concurrency/FSM suites that embedded router mode would benefit from.
      Then, we should build the relevant configs and start running the tests in CI
