Move QueryPlannerParams logic out of get_executor into query_planner_params

      Currently a lot of code that is related to QueryPlannerParams is placed in get_executor (which has over 3k lines). This also makes reasoning about the module more complicated.

      This ticket will move the QueryPlannerParams logic into the existing dedicated file
