Update ARM based Atlas-like sys-perf variant to use OpenSSL 1.1.1t

      Our current M60-like variant "PERF M60-like-replica.2023-09 3-Node ReplSet" uses an AMI that links our mongodb binary to OpenSSl 3.08, which is not what we use on Atlas.

      The goal is to have Atlas running OpenSSL 1.1.1t as a follow up to SERVER-83050, so we would like to change this sys-perf variant to match that.
