Test configurations where only some mongods open a router port

      Todays testing for embedded router mode starts all mongods with embedded routers (even if routing traffic is only directed to some ports).

      While there should be no meaningful difference, it may be worth expanding testing to include clusters with a mixture of mongods where some do and some don't have router ports opened.
