In the process of removing the --configdb parameter for MongoD, we need to change the behavior testing deploys a sharded cluster.

A sharded cluster with a dedicated configsvr will need to open the routerPort to be able to add shards to the cluster via addShard command.

Until today, we were not testing the routerPort in the dedicated configsvr so, once we have started deploying with the above way, we realized that FLE2 tests are failing when we override the mongos as the routerPort of the dedicated configsvr.

The goal of this ticket is to investigate and fix the failures related to the FLE2 tests using the mongos as the routerPort of the dedicated configsvr.
