In SERVER-86294 we are adding a new feature flag for post-8.0 work in track unsharded. After this work completes, we will have 3 scenarios that we would like to test:

1. No collections tracked - this is both feature flags disabled and will be tested on the no feature flag variants
2. Collections tracked on creation - this is what we are testing right now on all feature flags, and we would like to keep this coverage until we finish all the ddl coordinator changes to ensure everything works correctly when collections are tracked
3. Collections tracked on moveCollection - this is the new world that will be used in 8.0 and will have the feature flag for track upon creation disabled and the new feature flag for track upon move collection enabled.

In order to test case 3, this ticket will add a new variant in which the track upon creation feature flag is disabled and the track upon moveCollection feature flag is enabled. In a later ticket (once we are confident that everything works correctly with all collections tracked) we will swap these configurations so that all feature flags tests track upon move and the new variant tests track upon creation.
