Reduce SEP benchmark task timing

      The SEP benchmark task currently requires over 2 hours to run. A large portion of this is the compile_upload_benchmarks task that actually creates the benchmarks to run. We should try to reduce how long this task takes to run. The target is to make it take under 30 minutes.
