Make _awaitLastOpTimeBeforeInterceptorsMajorityCommitted wait on the opTime of startIndexBuild entry instead of top of oplog

      We can probably change IndexBuildOplogEntry (used by startIndexBuild, commitIndexBuild, abortIndexBuild) to include the opTime, and for now it seems we only need it use it for startIndexBuild.
