Some moveCollection tests rely on the test command createUnsplittableCollection to get a tracked unsharded collection while the work on registering collections on moveCollection is in progress.

However, to properly test those tests, we need to replace all the createUnsplittableCollection command with the create command as soon as the moveCollection command registers the unsharded collections into the Sharding Catalog on its call.
