Coordinators are only aborted if downgrading from a version with featureFlagPauseMigrationsDuringMultiUpdatesAvailable true to a version with it set to false. Since the feature flag is not yet enabled, this branch will never be taken, so the failpoint will never be hit in the test.

This test should only run while the feature flag is enabled by adding the appropriate tag.
