Modify the Mongo() JS test constructor to optionally create a new connection on each construct

      Provide a flag parameter to the jstest Mongo() class that will associate it with a new connection.

      If no flag is specified, this should preserve existing functionality in all jstests, which may expect that existing tests use a single connection for both control and test execution.
