WT-12655 will mark each WiredTiger statistic with a flag and WT-12656 will update the statistics cursor to recognize that flag. This will allow finer-grained control over which WiredTiger statistics get returned.

This ticket is to update the serverStatus command to pass in that flag when the caller is external so that we do not inadvertently limit internal collection.
