compile_visibility_test exercised a feature to configure symbol visibility in DLLs on Windows. This feature was in the very early stages of development when it was added a few years ago and will take a large initiative to get it to a point where its useful (ex. all of mongo compilable with dynamic linking on Windows).

Task itself is trivial, so delete it instead of disabling it with the intention of re-adding it if we decide to take the initiative to implement dynamic linking on Windows.
