We are stopping usage of Tenant Migrations and the tests are causing some infrequent BFs. We prevent usage of Tenant Migration and remove the JS/passthrough tests. Let's add a uassert (if the protocol is kMultitenantMigrations or unspecified) in tenant_migration_recipient_cmds.cpp and in tenant_migration_donor_cmds.cpp. Let's remove all tests that fails (or the part of the test that fail) because these will be tenant migration tests. This should include serverless_MTM.yml passthrough as well as some JS tests.
