move WiredTigerRecordStore::OplogTruncateMarkers into its own implementation file

      We currently provide a dedicated header for this class (which used to be go by "OplogStones" in older server releases) thanks to SERVER-74201. The last time we did any major work on oplog truncate markers was in 7.0, so it should be ok to relocate some of this logic out of the the WiredTigerRecordStore implementation into a separate .cpp file.
