Consider throwing an error if ShardDistributionSplitPolicy includes draining shards

      We added logic on the other split policy to exclude draining shards when creating new chunks, but we don't appear to verify stuff that are directly handed to the ShardDistributionSplitPolicy. This affects moveCollection with toShard specified. reshardCollection doesn't check if the toShard is a draining shard after it receives this information from moveCollection.
