Time-series multi: true updates use side bucket catalogs to keep newly created buckets due to the updates from other concurrent multi: true updates to avoid the halloween problem, while optimizing bucketing for each multi: true update. However, we didn't synchronize the side bucket catalogs and the direct writes to these new buckets.
